2 on 2, huh? The thing about Navy maps is, since navy units are so expensive there needs to be lots of funding available. Like, at least 12 cities per player so Landers are available the second and third turns. Here, you can't split the properties between the two players on each team so that they have equal funds AND enough money to get good naval units. That's my take on naval maps.

5/10. Liked the concept, but this map is too small.

The small stature of the map isn't so bad in Days Of Ruin, where there's Gunboats that are cheap enough to be used on this map.
